Official Biography

Thomas is an executive leader and currently the Global Innovation Director and Head of Frontier Technology Adoption at PA Consulting. In this role, he acts as a trusted strategic advisor to senior government stakeholders, including the National Technology Advisor and Permanent Secretaries for DSIT and DESNZ. He leads the delivery of complex technology portfolios—spanning AI, Quantum, and Semiconductors—across government and critical national infrastructure to solve strategic socio-economic challenges. His recent work includes launching the UK’s Global Autonomy Cluster in the South West and establishing the nation's first semiconductor adoption programme to address memory safety in defence and critical national infrastructure.

Before joining PA Consulting, Thomas served in executive strategy and operations at Thames Water during the COVID-19 pandemic. He safeguarded essential services for over 15 million citizens and directed the business design integration for the £4.2bn Tideway Tunnel into Europe’s largest wastewater system. Prior to this, Thomas was a Global Manager at Dyson, where he directed large-scale operational and digital transformation across a £2.5bn global portfolio spanning over 90 markets.

Thomas’s approach is deeply rooted in his entrepreneurial background. In 2009, he founded Stickyboard, a digital civic technology consultancy that pioneered the UK’s first software-driven metric of intra-community connectivity to validate social system change. He grew the enterprise to deliver transformation programmes in partnership with UK local authorities, Deloitte, and major financial institutions. Thomas began his career influencing policy at think tanks and government bodies, including the Greater London Authority and Policy Exchange.

A recognised voice in innovation diffusion and technology adoption, Thomas has published comprehensive papers on the policy frameworks behind technology uptake. He is an experienced public speaker and media contributor, a Fellow of the Royal Society of Arts (RSA), and has been recognised as an Innovation Pioneer by Deloitte.
